Adult Offender Recidivism
Abstract
The National Institute of Corrections (NIC) has selected Maine as a pilot site to develop a replicable framework to measure the effectiveness of correctional management of offenders in the community. The Muskie School is partnering with the Maine Department of Corrections (MDOC) to track a random sample of offenders on probation and measure their recidivism rates over the next two years. This outcome-based approach to performance government will enable MDOC to eventually compare program quality to individual outcomes, increase MDOC¿s capacity to identify systemic, state-wide offender trends, and create a more robust data report system on offenders. Muskie staff will track the arrest rates of a sample of probationers and complete a series of reports at the end of six months, one year and two years.
