Biography

Education: Brandeis University, Heller School of Social Policy, Ph.D., 1995; Johns Hopkins University School of Public Health, MS. 1978; Harvard University , Radcliffe College B.A., 1973.

Area of Expertise: state and national health policy reform, health care financing and access to care, health policy for high risk children.

Professor Kilbreth has been conducting research and policy analysis in the areas of state and national health policy reform and health care financing and access to care for more than 15 years. She has served as Principal Investigator on comparative analyses of state access initiatives assessing risk selection, utilization patterns and disenrollment of previously uninsured individuals. She has analyzed the political factors at the state level conducive to major health reform initiatives and has conducted state-specific analyses of community coverage rates, levels of unmet need, and program impact. Her current research involves analysis of Maine¿s recent health reform initiatives and options for reform of the individual insurance market.

Professor Kilbreth was the recipient of a Pew Health Policy Fellowship; of the Minkoff Prize in medical Economics at Brandeis University; and of the John Heinz Dissertation Award from the National Academy of Social Insurance.
